Expert Dialogues on International Cooperation

WRI-U.S., in conjunction with our China and India offices, supports several “Track II Expert” dialogues – discussions among thought leaders to advance cooperation between one or more countries on issues consistent with WRI’s mission. WRI’s dialogues focus on strengthening communication and collaboration around climate change and energy among the United States, China, and India. We do so by supporting bilateral dialogues between each of the three countries: between the United States and China, between the United States and India, and between India and China.
These dialogues bring together senior nongovernmental advisors, former government officials, and other stakeholders from each country. We work with actors from across the political spectrum, facilitating open and candid conversations with the aim of building ambition for climate action on both sides and advancing bilateral cooperation. Amidst a dynamic international political environment, these dialogues have become a platform for continuous communication, encouraging a better understanding in the United States, China, and India on what is happening in each country.
China-U.S. Dialogue
WRI has been directing a Track II Experts Dialogue between China and the United States since September 2015, when delegates gathered to discuss shared climate and energy concerns in advance of the final negotiations of the Paris Agreement on climate change. Today the China-U.S. Dialogue is conducted with support from the Hewlett Foundation. The Fifth China-U.S. High-Level Track II Experts Dialogue on Energy and Climate Change was held in Beijing in November 2019. The meeting brought together specialists from think tanks, government ministries, NGOs, and academia to discuss a variety of topics, including climate adaptation, implementation of the Paris Agreement, and market mechanisms and carbon pricing. The Sixth China-U.S. Dialogue will take place in early 2021.
India-U.S. Dialogue
WRI has been supporting a Track II Experts Dialogue between India and the United States since 2010. Today, the India-U.S. Dialogue is conducted with support from the Aspen Institute. The Ninth India-U.S. Track II Experts Dialogue on Climate Change and Energy took place in February 2020 in Delhi. In addition to discussing the state of climate and energy policy in both countries, Indian and U.S. delegates focused on electric mobility, short-lived climate pollutants, and sustainable finance.
China-India Dialogue
WRI has been supporting a Track II Experts Dialogue between China and India since 2017 in partnership with Tsinghua University, the Indian Council for Research on International Economic Relations (ICRIER), The New Climate Economy (NCE), the Aspen Institute, and other leading institutions. The Fourth China-India Dialogue was designed to focus on the issue of energy and economic transition, with updates from the dialogue’s working groups on cities and food and land use; originally scheduled to take place from April 5-7, 2020, this event has been postponed due to the ongoing COVID-19 crisis.
